Chief compliance officers are more likely to report to the general counsel or legal department within their organization than to any other executive or governing body, according to the 2025 Inside the Mind of the CCO (ITM) survey.

The ITM survey, conducted from November 2025 to March 2026, found that 39 percent of the 277 compliance officers polled reported to the general counsel (GC) or legal department, while 29 percent reported to the CEO and another 11 percent to the board of directors. The remaining 21 percent reported through other lines, such as risk, finance, operations, or human resources.
