Long-time retail shareholder activist Ken Steiner filed the very first proxy access proposal last week, according to report by Ted Allen, governance counsel and publications director at proxy advisory firm, ISS.

The proposal was filed at MEMC Electronics, a manufacturer of wafers for the semiconductor industry. According to U.S. Proxy Exchange, a group representing retail investors, it is the first proxy access resolution for 2012 to be made public. The group suggests that U.S. companies may see more access proposals next season than what governance experts have predicted.
