Netherlands-based telecommunications company VEON announced Victor Biryukov has been appointed group general counsel, effective Jan. 1, 2022.

Biryukov will succeed Scott Dresser, who will step down Dec. 31. Dresser has served as group general counsel since August 2014.

Biryukov will join the group executive committee from Beeline Russia, where he is currently vice president for legal, government relations, and compliance and a member of the management board. Prior to joining Beeline Russia, he held senior positions including serving as general counsel of access industries for Russia and CIS and managing director of Brunswick Rail Management.

In his new role, Biryukov will report to VEON Chief Executive Officer Kaan Terzioğlu. He will lead VEON’s legal team, supporting the execution of the group’s strategic initiatives and overseeing its governance model.
