Vietnam has introduced temporary measures to strengthen its anti-money laundering (AML) framework. It requires financial institutions to collect and clarify how they identify beneficial owners.ย
The measures work alongside Decree No. 296/2026/ND-CP, which took effect July 23, 2026, and requires companies to identify and declare their own beneficial owners. Together, the rules put the burden on companies to disclose and on financial institutions to verify.
