The memo signals the administrationโ€™s resolve to sniff out, and snuff out, race- and sex-based considerations in admissions decisions, among other non-merit-based factorsโ€”a practice which the memo calls โ€œunlawful,โ€ โ€œshameful,โ€ and โ€œdangerous.โ€
