When a Hellfire missile intended to be shipped from Germany to the United States accidentally ends up in Cuba, more than a few eyebrows raised over it, especially since such sensitive cargo was handled by multiple shipping companies that never seemed to check the manifest or wonder why one of the most advanced weapons in the U.S. arsenal was heading to an old Cold War adversary.

EZCORP has appointed David McGuire as deputy chief financial officer and chief accounting officer, effective as of Jan. 11. The hiring of McGuire comes two months after the payday lender and pawn shop operator announced that it has filed its amended and past due periodic reports with the Securities and Exchange Commission.

Africa Finance Corporation (AFC), a development finance institution for infrastructure projects in Africa, has appointed David Johnson as chief risk officer. He succeeds Roger Ellender, who reached the mandatory retirement age, after serving as AFC’s chief risk officer for six years.

EMCOR Group, a mechanical and electrical construction services, industrial and energy infrastructure and building services company, has named Maxine Lum Mauricio general counsel as of Jan. 4. Mauricio succeeds Sheldon Cammaker, who has assumed the vice chairman position.

MainSource Financial Group, a financial holding company with assets of approximately $3.25 billion, has named Karen Woods as corporate counsel and chief risk officer.  She oversees all regulatory matters for the company, including compliance and audit functions, loan review, information security, as well as all legal matters.

Dennis Muchmore, chief of staff for Michigan Governor Rick Snyder, will be joining the law firm Honigman Miller Schwartz and Cohn on Feb. 1. At Honigman, Muchmore will lead the firm’s government relations and regulatory practice group.

UPS has named Norman Brothers as senior vice president, general counsel and corporate secretary, effective as of Jan. 1. He will join the UPS Management Committee, the company’s senior-most leadership group.

ACA Compliance Group, a compliance, cyber-security, risk, performance, and technology solutions provider to financial services firms, has named Alan Halfenger as partner. Halfenger has over 20 years of global compliance experience, most recently as global chief compliance officer at Bain Capital in Boston.

The Center on Executive Compensation, a research and advocacy organization that seeks to provide a principles-based approach to executive compensation policy from the perspective of the senior human resource officers of leading companies, has appionted Richard Floersch as senior strategic advisor.

Nielsen Holdings, a global performance management company that provides a comprehensive understanding of what consumers watch and buy, has elected James Attwood as non-executive chairman of its board of directors, effective as of Jan. 1.  Attwood succeeds David Calhoun who served as executive chairman of the board since 2014.
