The Blue Cross Blue Shield Association, a national federation of 37 independent, community-based and locally operated Blue Cross and Blue Shield companies, has promoted Scott Nehs to the role of general counsel and corporate secretary. Nehs was promoted to his current position after serving for three years as deputy general counsel and assistant corporate secretary. Details inside.

Wells Fargo Advisors, with $1.4 trillion in client assets, has named Jim McHale as chief compliance officer. His appointment follows an administrative proceeding instituted by the Securities and Exchange Commission in October against Wells Fargo’s former compliance officer for allegedly altering a document before it was provided to the SEC during an investigation. London-based insurance underwriting company Novae has appointed Alexandra Moon as group general counsel, effective immediately. She also joins Novae’s group executive committee, and will report to CEO Matthew Fosh. Details inside.

South-Africa based mobile telecommunications company MTN Group has appointed Suren Sooklal as group chief business risk officer, effective immediately. He replaces Shauket Fakie, who is retiring after serving eight years in the role. Details inside.

The Pension Protection Fund, a U.K.-based fund established to pay compensation to members of eligible defined benefit pension schemes, has appointed Hans den Boer as its chief risk officer. President Barack Obama has nominated Acting Associate Attorney General Stuart Delery to permanently serve in the Justice Department’s third-ranking post. He must still be confirmed by the Senate. “Stuart has proven himself to be an outstanding attorney, an extraordinarily dedicated public servant, and an indispensable part of our senior leadership team,” said Attorney General Eric Holder in a statement. Defense giant Raytheon has appointed Frank Jimenez as general counsel, effective as of Jan. 19. He succeeds Jay Stephens, who is retiring from Raytheon on March 31 after serving 12 years as general counsel and corporate secretary. Details inside.

Attorney General Eric Holder today appointed U.S. Attorney John Walsh for the District of Colorado as chair of the Attorney General’s Advisory Committee of U.S. Attorneys, and U.S. Attorney Richard Hartunian for the Northern District of New York to serve as vice chair.  Both appointments are effective immediately.
